Minecraft.jar download error while opening modpack DireWolf20 1.5 (1.1.1)

My friend has been having issues opening the DireWolf20 1.5 (1.1.1) modpack and all other modpacks. He keeps getting a console error saying that Java cannot get minecraft.jar. He was able to play when he had Java 32 bit installed but then he needed more RAM. He installed the 64 bit Java and got rid of the 32 bit Java. After that he could not open the modpack even though he has a 64 bit operating system.

His specs are:
Windows 7 64 bit
Java 7 Update 5 64 bit
Norton Security System

I just want to rule out ANY possible issues with the set up.
I wouldn't be surprised if Norton were the issue with the download.

By the log, it seems one of two things.

the mojang servers are down/overloaded.

Or.

Your being blocked by your firewall.

I'm betting on the first one, though.
