Open Mending Moss doesn't seem to be repairing tools

Summary of the problem Mending Moss doesn't seem to be repairing tools

Pack Version 3.0.0

What is the bug? Mending Moss doesn't seem to repair tools. I currently have 2 different tools (Pickaxe (moss 2) and a Mattock (moss 3)) that should be auto-repairing, and they're not.

Did you collect experience while holding the tool? They actively consume XP to repair, but it has to be in the tool's reserve. Additionally, the tool must be held or on the hotbar to repair

Oh so they completely changed the way it works. I thought the consume XP was meant from the bookshelf. I'll keep my eye out and test.
