i might be wrong, but if you set priority on storage bus higher than on drives, shouldn't it move cobble from drive to dsu?
No, priority only determine where new "processed" items go, it will not move things around once they are already stored somewhere. You will need to remove the cobble from the system and reintroduce it so the system can "process" it again and determine which storage should accept the cobble depending on priority, formatting and existing items.

Also, items will go where that item already exists even if there is higher priority storage available as long as the higher priority storage doesn't have that item. There is a nice table here.

Yeah, but having the buffer disks in a drive is just way too hard to keep track of IMO. Therefore I prefer this setup:

I have 3 ME chests with 4k disks at priority 2,3,4 as the lowest buffer for everything random.
All the drives(Priority 10) have formatted disks with either single bulk items(stones, metals etc) or groups of single items(tools, weapons, stone microblocks).

I do the exact same thing except I use crystal chests mounted at eye level. I like that not only can I see if something is in them but also what it is that has overflowed into it before I even open it up.

I went with the export bus attached to DSU approach.
Using an adv export bus set to transfer a stack at a time didnt take too long. Plus it was very simple. I already had an export bus and a DSU (obviously). So no new blocks to make or system reconfiguration needed. Plug it in, go work on bees for 5mins and its done when I come back.
