ME Network wont detect fluids in my fluid storage cells

I'm playing project Ozone 2 and I'm trying to automate glowing mangalloy. The fluid is in my fluid interface but its not being pulled out and put into the fluid transposer. I have a fluid interface connected to it at the bottom.
