Max level 8 on OB auto enchanter?

What am I doing wrong? Under the floor are my bushes. Liquid XP in OB tanks, three deep, runs around the perimeter of the room. I have a transfer node pumping XP from the bottom directly into the auto enchanter. It stays full. All I get is a max level 8 enchantment. What am I doing wrong? This is a server running DW20 1.7.10 1.0.2 pack with a few extras such as InGameInfo and Mining World.

Bookshelves need a one block gap between themselves and the table. No more, no less. With that setup, you only have 4 bookshelves boosting your table.

This details where bookshelves need to be in relation to the table - I'd guess the magical wood follows the same rules
