I have tried to use Optifine, but it only makes my situation worse. Does anybody have any idea what I can do?

Update Java to 7u21.

Your computer is really pretty low end, apart from the RAM.
You don't have a GPU, so I wouldn't expect the highest FPS ever, but I don't think it should be THIS low.

P.S. That's a crash report, not a console log.

I only opened up my launcher, if you need me to start the game and whatnot THEN copy the log I can do so.

Your FPS issue is most likely due to your Intel graphics card. I tried installing vanilla MC on a Dell Studio 1749 which has an i5 chip, 16 gigs of ram, and a clean install of Windows 7 Ultimate 64bit and all updated Java and drivers. I was getting around 8 FPS. Why? Intel HD Graphics card.

I tried playing FtB Ultimate on a Dell XPS with Core 2 Duo, 8 gigs of ram, Windows 7 Ultimate 64bit, and a Radeon HD 6850 graphics card. I get about 60 FPS.

I would suggest you focus on the video card. First, find the exact model number of the card (SiSoft Sandra could come in handy here -- http://www.filehippo.com/download_sandra_lite/). Then, go to Intel to see if there are any BIOS or drivers update for that card. Update it. Then, try installing Optifine. It helps improve FPS in most cases (and don't be afraid to change its settings to see what effect it has on your FPS). If all else fails, contact Dell to see if the graphics card in your laptop can be upgraded (unfortunately, laptops with Intel graphics cards tend to be impossible to upgrade as the graphics card is soldered in to the motherboard in most cases).

Take a look at this video for inspiration. http://youtu.be/dFpf0YTCMxg

I wish you good luck.
