Hey, I experienced this too. I don't know if it is the same, but when I go to the nether and come back my Refined Storage system stops working. I just break and replace it.
 
Interesting.. You should claim the chunk inside the solider with L-click, and use Shift + L-Click to make it load throughout dimensions. Beware, though: This will cause it to also work outline and decrease performance in laptops / old computers. use this fix at your own risk! You can undo claimed chunks with Shift + R-Click as well.
