Low FPS on regrowth

Details of the issue Low FPS overall, i have a radion crossfire 7970, and 16 gigs of ram, my processor is a i7-3630QM 2.40GHz this should be able to run regrowth fine right, yet i get low frames and i dont know why ive allocated 10 to regrowth, now i will mention i get better frames when im am away from my base, however on my destop which is a gtx 750 Ti with 16 gigs of ram and a i7 proccesor forget which one but its somewhere around 3.9 ghz. i know its not a cpu thing cause when i switch to internal graphics on my lapton i get even lower frames any ideas i will say with mipmap levels off i get better frames but i still think it can improve
