low fps on really good pc

Hello, I don't know is a place to post it but I'll go with this thread. So I just installed FTB Endeavour modpack and joined a singleplayer world. The first thing that hit me was the fps It was about 10-20.. Usually, it is about 100. So I tried lowering view distance particles everything that can be turned down, and still same. I got 8 ram allocated.

Specs
CPU: i5-6400
RAM: 16GB DDR4
GPU: RX 590 8gb
Storage: 1tb m.2 ssd

Edit: Cpu and ram are under load 50% they do not go higher

Really good PC, reinstall Windows or try to upgrade your CPU, i7.

The issue is the AMD GPU, known issue with their drivers - turn down mipmap in video options in-game and see if that helps.
