Looking for a mod that allows me to set / allow for higher enchants

So I was working with harcore quest mode, and I wanted to push the utility of mana enchanting a bit higher, unfortunately, I can't seem to manage to make books with a higher level than their vanilla counterparts.. Anyone know of any mods that I could use to make a book that's actually able to be used?

I'm trying to avoid techy mods. more or less looking for perhaps some map maker esque mods/ helpers that can allow me to make a legitimate level x enchanted book?

NEI can enchant but it's not legit.

That's exactly why I made this topic. I can't manage to create an enchanted book via commands, nor nie that count as enchanted books.
