Local Server Unacessable by Friends and Myself.

It's been around four or five hours now that I've tried to jump start an FTB server. This isn't my first time doing it, so getting everything set up was pretty easy, until I ran face first into my firewall. The server is set up on my parent's desktop, while I play on my personal rig. That's how I've done things everytime my friends and I wanted to play FTB or Vanilla Minecraft, no problems. Today, after setting up and running the server on my parent's computer, I tried connecting with my rig to no avail. I get the error "Connection timed out: connect," or something like that. This hasn't happened to me before, and I can't think of anything that has changed since the last time I played/hosted.

These past few hours have been spent looking through forums and fiddling with my port forwarding through both my router's admin page and Norton 360's firewall settings. I've made sure port 25565 is open for incoming and outgoing traffic in both my router's and Norton's settings. I've made program exemptions for Java and the Minecraft and Minecraft server jars for the firewall through Norton. I've disabled the firewalls completely for a few minutes as well. All of these methods have proven no use to me however.

I'm still able to connect to other Minecraft/FTB servers, though, if that information is any helpful.

Though I'm not sure what else I can do to the computer running the server.

Any help is appreciated.

Yeah, I figured Norton is the problem, but when I set up a server over the summer, it didn't give me any problems.

It's likely causing an issue due to an update (either from FTB, and norton not liking it, or a norton update).
I never suggest people use Norton, because of the frequency of problems I see with people trying to game with it.
Try avast! home antivirus or Microsoft Security Essentials.
They're both free, and hardly ever cause issues with games/servers
