If there's a repeatable issue that can be labeled as a bug, then please use the issue tracker for the pack or the app at GitHub issue trackers - If there's no repository for a pack that means that the pack is old and/or will not be updated. Bugs for older packs will not be fixed, unless they are critical.

Does anyone have some tips or fix for long loading time and texture pack loading crashing modpack. I'm playing FTB Stone Blocks 2 (it's installed on SSD)
My PC:
CPU: AMD Ryzen 7 2700x
RAM: DDR4 16GB 2x8GB 3600MHz Patriot Viper 4 Blackout
GPU: Asus ROG Strix Radeon RX 480 8GB OC Gaming
SSD: Gigabyte 256GB

As it's modded the loading times are longer than vanilla, not so much you can do about it - during load it's mostly disk and cpu intensive.

Don't over allocate ram either, for 1.10 packs and later - keep it 4-6gb (giving too much will cause issues)
For 1.7.10 and earlier 2-4gb

About the resource pack (the textures), issue, hard to tell without any information - if there's a issue try a different resource pack, and if you get stuck ask the creator of the resource pack for support - give them logs as well - and share using some form of paste service.
