I am trying to use liquid tesseracts to move lava from the nether to my base and for some reason it does not want to send the lava. I tried placing a second one in the nether to see if i can send the lava from one the another there and it worked fine but when i try to do it in the overworld it does not seeem to work...

I also have them ignore redstone signals if that makes a difference...

I put a chunk loader there... do the chunk loaders need redstone to power them or are they always on??

Guess I'll go through the standard list. Have you

1)Make sure that lava is being pumped into one and out of the other.
2)Made sure they are on the same frequency
3)Set the nether tesseract to input liquids only and the overworld tesseract to output liquids only
4) Made sure that chunkloaders are enabled where you are playing.
5)Made sure they are the same kind of tesseract and you didn't accidentally put down an item tesseract instead or something like that
6) Double checked 1-5 because even though it seems basic it is a mistake everyone makes from time to time.

Other than that, there isn't much else I can do.

I had this problem recently until I realized the lever turning on the engines pumping the lava were messing up the tesseract. I recommend going into the tesseract and disabling redstone signal. This might solve your issue.

yea so for the point
1. lava is flowing from the pump to the nether so i assume that it is going into the tesseract
2. i have only made the one set so i am fairly certain that they are on the same frequency
3. I have done that the nether one is set to send and it mate is set to receive
4. the chunk loader is right beside the set up so i would like to think that it is enabled
5. I only made two liquid one so it would be hard for me to mess that up lol ;P

I have them both set disable redstone signals...

Okay so I cheated in the world anchor and put it in the exact same spot and for some reason that one seems to be working...

Small note, if your chunk loader blue pearl wasn't doing its spinny magic, then its not on. While it doesn't seem to have an interface for it, the chunk loader is indeed controllable with a lever. I had this happen to me once when I put the chunk loader too close to the liquiduct lever.

Was fairly sure it was still impossible to chunk load the nether in SSP while there's no-one in it.

It's impossible for the nether to be chunk loaded in SSP after first starting the game without visiting it. But that is the same for every chunk loaded chunk in SSP. The chunk loader isn't loaded until the chunk the loader is located in is loaded and until the loader is loaded it can't function. :)

I'd use a Redstone Energy Cell to power my pumps. They will last a very long time ( the one I use pumped about 10.000 buckets of oil and it's not even at half power ) and you don't need to bother with engines or anything.
