Limiting quarries

I am looking for a way to limit quarries to 1 per person, or only allow them to place one per person (maybe using protection plugins?). I have looked around, and done many searches but I can't find a way to do this or if its even possible but I know other servers have, I just don't know how.

Does anyone know of a way to do this? Maybe using a plugin or changing a mod config? I'm using MCPC+ as well.

Unfortunately, there is no such mod yet. There was a request for such a mod here, however, it wasn't fulfilled.
What you can do is possibly ban the quarries and force players to ask a mod/admin to make one.

Shame a mod like that was never made, there is loads of situations on loads of servers where it would be very useful. I will just have to ban the blocks, and give the reason: 'Placement banned, get an Admin to place' or something like that, probably the best solution.
