Request Limiting loaded chunks per user

We haven't been able to find a way to do this, but we'd like to say "each player can load 1 chunk". If there is a way, can someone let us know how to do it? If not, could this be added? We have 20 players and 142 chunks loaded, which is causing issues.

Did you try talking with your users and ask them to decrease their chunk loaders?

Ban all chunk loaders and use FTBUtils?
