Summary of the problem Light bug

What is the bug?
Platform looks dark (mobs are not spawning) even with light source in the floor.

If I place any light source above the platform it will fix it for a chunk it is placed in, until I remove it and reenter the world.
Edit: After more testing I found out this:
Platform is build on a boundary of chunk section Y=63, same thing happens with platform on Y=79.
Anything placed in the chunk section will fix it, not only a light source.

Is it repeatable?
1. Build a platform with light source in the floor on a boundary of chunk section (Y=16x-1) with empty chunk section above it.
2. Reenter the world and platform looks dark.

Place anything in chunk section above the platform.
