Windows .exe Launcher stuck at "Please wait while mods are being loaded"

To start, yes i did all of the FAQ with the launcher. I opened two instances of it, tried to make a new path for it. Ive tried everything i could find, and it stays stuck at this message when i open it. No modpacks come up.

PS: This is on a new computer, i have it on another one where it works perfect, but i am switching to this one so i need help..

New computer or no please post here to help the Support Desk find a solution for users like you with connection issues. A promising one from that thread that I've used is to force Java to use IPv4. Though I set it up as a Global Variable, not sure if that is another method to do that, but it should work.
