Windows .exe Launcher starts up abnormally slow

Ive googled and googled, but i cant find a reason as to why the feed the beast launcher takes 30s+ to start up on my comp computer but is near instantaneous on the crappy old computers at school. my system specs are as follows
i7 3770k
16gigs ddr3 1866mz ram
launching from an SSD
running windows 8 x64 pro
running java 7 update 17
and im allocating 4 gigs of ram.
the only thing i can think of to try was to delete and redownload the FTB launcher.

nothing big, notepad++ ,winamp, chrome, process explorer. sometimes i have my private server running when i start, sometimes i dont, but i am not seeing much if any activity when i start it. its like it sits there for a while then decides to work. also i just thought about it, i do have avast internet security installed. i may as well see what happens when its not running at all.

EDIT: i turned off my AV and firewall, no change. the game STILL starts faster then the launcher.
