Welcome. Your Java is pretty old please follow this guide to update Java and install the launcher the recommended way.

Edit: You have multiple versions of Java installed uninstall the other versions, which is included in the steps of the guide linked above. Only keep the latest 64bit version, uninstall the 32bit versions as well.
