launcher download problems

Hi,
I wanted to download the launcher, but for some reason, a file could not be created. The file is named ucrtbase.dll
Can somebody help me with it?

Are you using any 3rd party antivirus system?

ucrtbase.dll is a part of Microsoft Visual C++
