Details of the issue:
I have tried everything I could google. I have allocated RAM around 4,5,6,7,8 gb, added/subtracted optifine & Fastcraft, removed Graphics and other drivers and reinstalled, changed settings in the game, Java reinstall, FTB reinstall, Modpack reinstall, took everything off of startup except windows, power settings to high performance, Nvidia's 3d setting with javaw.exe, made Javaw.exe windows 7 compatible, CCleaner, malware and virus removal, closed all background programs, used lighter mods, add/removed mods, JVM Arguments, disable minimap.

I don't know what else to do. Anyone out there can lend me some smarts?

What is your hardware?
How does vanilla minecraft perform?
What are your current settings?
 
Your biggest issue is the CPU speed. At 2.2 GHz it can't handle the bigger packs. Especially if you are playing single player. Have you tried to run a server on a second computer?
 
The CPU should be okay, but you shouldn't allocate that much ram, pull that down to 3-4gb and remove optifine - then post a new log.

What's the health of your harddrives, as you're running on hdd and using windows 7 you might want to check defragmentation on the drives - if can, get a SSD to put your games on and data you access a lot.

I have tried allocating 2-10gb of RAM with and without Optifine prior to initial post. It made little to no difference in FPS.
I also defraged my drive before initial post.
 
I would recommend checking that your Minecraft IS launching with the GPU instead of the intergrated gpu
