Problem Lag with low CPU util. and between 18-20 tps

I'm running resurrection with the default serverstart.bat and I'm getting what appears to be fine TPS, with 10-20% cpu util, but block lag and entity lag are insane. I have no idea whats up. This has only happened since I've upgraded my hardware, switching from an i7 960 to a i7 4790K, and getting more ram. It's happening on fresh worlds and different modpacks. Any ideas?

I'm guessing you are running the server on the same machine as your client, judging by your choice of CPU?

Hmm, I suppose that rules out network issues. Do you have any Java arguments set client side? And could you possibly try connecting to the server from a laptop or other desktop and see if the lag persists?

Friends connecting to the server confirm it. It feels like a really low tps server - break a dirt block, it goes away, takes a second or two for the block to drop. It seems that the server is at 20 tps most of the time and suddenly drops to 1 or less whenever anything happens.

Edit; yeah no clientside arguments. and ram amount seems to be irrelevant, even if I allocate 6 gigs or 1 gig it doesn't seem to be worse nor better.

What's your disk usage like when the TPS drops(also include whether it's a HDD or SSD)? Also, what's your CPU temperature? It could be CPU throttling(though I highly doubt it.)

I doubt it's CPU throttling too, afterburner reports that the maximum package temp was 68 C. On my C: HDD it's around .3 MB at most, usually .1 MB/s. On a different harddrive things are the same, even when breaking as many things as possible.

Well, I tried hosting the server on an old laptop with an i3 at 2.2 ghz and using 3 gigs of ram and it had less block lag/ rubberbanding / tps issues. this is so weird what the hell

Have you switched to the i7 4790k yet? All I can come up with is that the 960 can't run FTB with many people at a full 20 TPS. The 4790k is almost a full 100% faster in each core.

oh yeah, I've been running the 4790K the entire time I've had this issue. It appears the problem was windows 10 though, and running MineOS on a virtualbox is working.

I can't see any issues, i'm running a infinite evolved test server on the same specs atm and i'm not having that issue with 20 plugins. Possibly antivirus software checking files as they're read/written which is slowing down the read in/out times of the server thus dropping TPS? Try it with windows defender off or whatever you're using if you wish.
