Found out that an error with java conflicting with my graphics card driver might be causing the problem. As to the JVM arguments it dropped the performance considerably on my other computer.
Have you re-installed your graphics card driver? What you're describing sounds very similar to how minecraft performed when I improperly installed my graphics card drivers.
