Title Kinetic Water Generator isn't working in the oceans

Details of the issue I placed a Kinetic Water generator in the nearest ocean. The rotor didn't move. Then I placed it in a river and it suddendly worked. (tried deep ocean and normal ocean)
I hope someone can help me :)
