The jetpacks stay on even when I'm walking and taking my helm off fixes it but then I can't use the mods on the helm. I have my battery on my helm but it still gives me power when in my inventory. Hitting the "F" key does nothing.

Yeah, disappearing key binding is the most likely cause. If nothing else works, hold the Z or other descent keybind to 'land' temporarily.
Holding Z didn't help, I salvaged my FlightControl module on my helm and it stopped doing it. How do you enable the keybinds, not sure how to do that but it's working normally as of now.
'K' key, then you can add new ones. I usually use semi-colon for Flight Control.
Don't forget that you don't need a battery on your suit. It will draw power from an Energy Cell, or Flux Capacitor in your inventory.
