Issue with server spawn point

I am an admin on my friend's new server. The idea was to make a non-whitelisted server so friends can easily join, but to have the server spawn be an area enclosed in warded stone and glass to prevent greifing of the spawn. Unfortunately, even after rebuilding it to be roughly three times the size, people continue to spawn on top of the structure, free to do whatever.

Does anyone know how to change the server spawn point? Or any way to fix this issue?

Maybe think that some of us have been googling the issue to find a fix, rather than jumping to conclusions.

Yea, I spent some time on google but didn't find anything useful. I was more trying to bump my thread without just saying "bump"...

Provide a log? Something constructive.
The only way I've found to reset spawn point is with a plugin. I can't find the vanilla way to do it though.
