Is there any way to instal and use the launcher on a computer that has no internet connection?

I downloaded the launcher on the computer I am currently using. I can't install anything on it because it isn't my own computer. My computer isn't connected to the internet and I have no way of connecting it to the internet, I was wondering is there is any way I could download mod packs on this computer and install them on the other, Is there any way to do this?

The target machine has to have logged into your minecraft, to authenticate it, account at least once. So no I don't believe that is possible.
