is there a way to increase the amount of usable block IDs?

No, not without a major rewrite.
If you're running out of IDs to use, you're either using mods that aren't well optimized (every block/item has a different ID), you haven't compacted the IDs enough in the configs, or you're using too many mods. There are 4096 block IDs, and 16384 item IDs. That's more than enough for 200 or so mods.
