Is there a way to change a chunks biome in game...

what do you mean Change chunk biomes?

you mean the actual biome?
If so what mod pack?

Witchery & Random Things have ways to change biomes

Yes the actual biome, what parts of those two mods will let me do that?

From Random Things you have to craft Biome Capsules and throw them in the biome you wanna copy, they should start charging.
To use them craft a Biome Painter, one capsule charge will allow you to "paint" one x-z position with that biome.

By "one x-z position" I assume you mean a one block column?

I'd just like to add that a while back, Reika showed off a terraformer-like block he was adding to RotaryCraft that would accomplish what you're trying to do, and that Thaumcraft and Twilight Forest both add trees that can convert nearby columns into their own magic forest biomes. However, it sounds like Random Things does exactly what you're looking to do, and much more simply.

Thaumic Tinkerer has infused fire, which can create deserts or even snow in the nether. Not sure if it actually changes the biome itself, or just the blocks. Haven't played with it yet, just got the research.

I stupidly placed a sinister node on the ground near my base and the next time I went over there everything around it had turned all brown and ugly. Which made me glad I had watched the video where the guy used the Random things biome painter. Nothing else from that mod is really working for me in this version of minecraft but I am glad that is. Really though, it needs to do a larger area.
