like Garden of Glass or Biospheres
without using a World editor over and over as new area are genned

not if you are using a World Type that gens custom terrain or no terrain like the ones I mentioned

if you have a mod that can be used to do custom ore spawns (I believe cofhCore can do this) you might be able to have it setup to replace air at the layer(s) you want with a chance of 100% thus creating a layer of bedrock
