Hey, they are useful for traveling long distances...in Vanilla...or sometimes with mods too...early game...
Horses would be fine early game if you could actually craft a saddle.
A few mods are dedicated to that and there's always MineTweaker.
But in modded Minecraft by the time you think about horses you may as well make one of the many speed enhancers/ step assist.
Plus Vanilla horses are seldom modded for. I can only think of 2 that involve them, and that's Findusses Fillies and Thaumic Horizons.

Pardon me while I try and figure out how to add Enderponys, Nightmares, and Zombie Horses to the glue pot...Tinkers Construct has the best use; the smeltery can melt them into glue

In Vanilla horses are useful basically at every stage of the game, so I guess it can afford having the saddle gated a bit.
