With a ton of work maybe? But there are so many changes to vanilla minecraft and all of the mods, that it would probably cause many bugs and errors for you if you did.

Long answer: Yes, but it would take longer than it would to start over and rebuild everything and it still likely be very buggy.

i meant like if the configs and IDs are the same or not, though i can guess that the answer is no

No they're not. Many of the mods had complete overhauls and have new items/removed old items.

If you really want to keep what you can, including your base, you could use the same seed and go in creative mode and rebuild everything that way. But then you would be losing out on the experience of playing with the new parts of the mods.
