InvTweaks + Dartcraft, how can I keep an empty hotbar slot

I've seen various streamers do this, but can never get an answer out of them. How exactly can I setup InvTweaks to keep a hotbar slot (Such as 'D5') empty and put all items picked up into the inventory first?

Code:
D9 torch
A1-A2 FROZEN
C1-C2 FROZEN
C7-C9 FROZEN
D FROZEN
D4 edibleFood
D3 waterBucket
A3-A9 stuff
B stuff
C3-C6 stuff

The above is my attempt at doing so, but nope. I've spent the past hour playing with settings, reading the InvTweaks documentation, googling, etc. but to no avail. Can someone please help?

I've noticed that when I pick up an item, and D3 or D4 are empty, unless that item is a water bucket or food - it doesn't go into the slot... However when I try to set, say, D5 to a random item, it doesn't do that.

I still haven't figured this out. Does anyone know how to do it?
I don't think anyone does from the lack of replies. I've never had a desire to keep a slot permanently open. What purpose would it even serve?
Also if you see people who achieve this, why not pursue it in those circles since they seem more likely to actually know what you're talking about.

Dartcraft armor requires an empty hotbar slot to use its effects. And because they don't share that information.

Just found out how:
in the rule file at the top it says D LOCKED, just delete the line, and sorting the inventory will clear your hotbar.
