More like as Niels said that DW is an old man. His pack really only updates when he comes across a feature he wants from a more recent version or when he realizes that there's a bug and that a more recent version fixes it.
Given that Monster appears to have 1.20.2 as well, the venerable* Mr. Wolf20's opinion is probably nothing to do with it. I'm guessing either a) the FTB team tested 1.20.2 when that was the latest version and haven't gotten around to testing 1.20.3 yet, or b) they have tested 1.20.3 and found some problems with it.

well it seems that 1.20.3 has a few unfinished things in it, so they probably want to wait until those things are finished, so people don't generate twilight forests with unfinished structures littered about.
