There's no indication whatsoever that Redpower will release for 1.5.x. Eloraam has been working on and off on an update (her day job is very demanding), and has recently been spotted hanging out with the Forgecraft people, but there is no further information than that. Her legacy code is also incompatible with the next big Java release (and the Forgecraft server which runs on a preview), so she has that to fix in addition of the Minecraft updates.
Personally, I expect that if we do see a Redpower update in the moderately near future, it will be for 1.6. Right now, 1.5 is rapidly getting outdated, as more and more major mods move to a 1.6 development branch. If she's working on an update right now, it would be foolish to not go directly for 1.6.

I have Red Power 3. It doesn't even need Forge and it's forward compatible with 1.7. It's an early alpha copy but I MAY be able to hook you up with it....

Not going to be released. It's probably going to just skip right ahead to 1.6 same with xycraft.
