I just bought a new laptop what has Pre-Installed Windows 10 with 64bit OS and 16 GB of ram, but I cannot launch any mod packs

Having this problem too. Custom modpack, Pre-installed Windows 10 with 64bit and 4.5/8 GB allocated.

hey try leaving ur laptop running for 25+ minutes according to another post. it got some more progress for me and currently still have not fully loaded the modpack

I did that as well, but when I launched a SPM world, my fps tanked constantly to 0 and game play was non-existence.

These are all the steps I took, uninstalled/reinstalled FTB, uninstalled/reinstalled Infinity, moved the FTB folder to %appdata%, ran the FTB launcher as Admin, downgraded Java to 7_54, upgraded to 8_80, updated my vid card to the latest driver, and tried other platforms. I honestly think Windows 10 OS is the culprit because this being a pre-installed OS. I matched everything exactly to what I have setup on my PC, but the only difference is the pre-installed Windows 10. I updated my PC to Windows 10 from Win 8.1 and I was still able to run the mod without issues.

Resolution: I finally figured what was happening. The FTB launcher could not distinguished between my video cards. I added the FTB launcher to the Nvidia global processor and everything loads just fine.

Yes! After much looking around this was the solution for me.

Found another solution: cutting long story of tries and fails short, I uninstalled Java 8u144 64-bits and installed Java 8u144 32-bits and minecraft worked like a charm. It appears, that something in minecraft (some of its libraries) or some mods strongly rely on fact of been executed in 32-bit environment (at least for version 1.7.10, with which I struggled). I know, that Java code is XX-bit agnostic, but if it calls into precompiled platform-specific library, thats, where the culprit could be hiding. Well, I'm only guessing.
