Ok, I have 9 Industrial Steam Engines being fed by a 36LP boiler. My problem is, none of the industrial steam engines will go over 1.9 MJ/ t. I am only feeding the industrial steam engines the steam, and my boiler is holding constant of within 1k steam of the max steam storage. What am I doing wrong?

You are not pulling enough steam from the boiler. If you use unpowered liquiducts you must connect in at least 4,5 places (so 5 in boring discrete world).
