So I'm playing the Ultimate Reloaded Mod pack and the recipe's for the Engineer's Manual and Kiln Bricks are nonexistent, and "un-craftable". Is there a reason for this or is it a bug like I'm assuming?

Tech Support section is for getting help with FTB related problems. If there's a repeatable issue that can be labeled as a bug, then please use the issue tracker for the pack or the app at GitHub issue trackers - If there's no repository for a pack that means that the pack is old and/or will not be updated. Bugs for older packs will not be fixed, unless they are critical.
So, this info may be out of date but: the IE manual previously had an issue where it would cause crashes when opened or left open. That may still be an issue, and thus the reason its disabled. Kiln bricks I'm a little surprised at, they may have decided to move binary metal alloying later in the game?
