Iguana Tinker Tweaks issue

well i have a serious issue with iguana tinker tweaks
i always wants haste for long bows and crossbows and regular bows
when they level up but i always get quartz modifier instead
and i'm sure i have made every modifier on the bows false exept redstone
so is this a bug??

i taught it won't matter because i can't find anything wrong with it
everything is false exept redstone
and iam sure that in the main config
B:toolLeveling=true
B:UsefulBonuses=true
B:RandomBonuses=false

so what's going on
