Iguana tinker tweaks config not changing anything

Details of the issue So i have installed iguana tinker tweaks to my own modpack (its not an FTB modpack but i figured this is the best place to ask either way) and i wanted to make non TC tools work normally so i changed the config accordingly. when i rebooted my server it acted as if i hadnt changed the config at all. any help?
