ID Dump

Is it possible to get an ID dump outside of the game? ala NEI type dump in order to identify conflicts that are preventing launch or are giving conflict errors on load?

Not in the same sense, no. That said, the ones that are conflicting and crashing are never gonna give you up, let you down, run around, and desert you be hard to locate in your crash reports.
After all, if it's crashing the game and you can't launch at all, the error log will say why. Unless you aren't using a forge build for 1.6.4 or higher, basically.

If you are running the game through the FTB launcher then it should create a text file with a list of the id's that are conflicting and also tell you what id's you can use.

You usually get a message on screen when the issue happens.

Actually, that's just a feature of Forge itself since the 1.6.4 branches.
