IC2 Sounds still not working after enabled in config

I am hosting a FTB ultimate server for my friends and I on my desktop and I have been struggling to get the IC2 sounds to work.
I am using FTB ultimate 1.1.2 on windows 7 64 bit with 64 bit java.
After enabling sounds in both my FTB client and FTB server configs I can not seem to get sounds to work in either single or multiplayer.
Am I doing something wrong?
