I need help with what the level type is supposed to be in the server properties, when I leave it at default, I fall into the void. Can anybody help?

One possibility would be: You start a single player game and save it from. And then invite the map on the server.

Normally the 'ground' level is at 60-70 generally at 64. But i have a feeling that your issue is not with that (as i never have to specify that ever in any config when i make servers) I think your issue is with world generation lag. Try removing the world folder from the server and force it to create a new world with a random seed.
