Title I need help making a server on mine craft that is 1.10.2

Details of the issue I have found a place to get the server.jar file for 1.10.2 but when i go to open the .bat file to run my java script it instantly opens and closes. I was able to spam screenshot to get what the error code is...

If you cant see the error it is ("Unable to access jarfile
minecraft_server.jar)

I tried deleting the numbers of the server.jar file and trying every encoding type..

Also i tried running the server.jar file with java SE binary. Which failed after a popup came up that a java Exception accrued.

Someone please help i been trying so hard for 3 days!!!!! almost non stop and i can get nothing to work!!! i tried hamachi and that failed too! ... i am forwarding but to do that i need the server and the server dosen`t work!!

Switch the values that you've set.

Xmx is max and Xms is min.

(also 8gb is very much for a vanilla server, how many did you plan on having to play on your server?)
