Hi,

The item in that picture is not a block, it is a Hardened Flux Capacitor from Thermal expansion. It is basically an RF battery that can be used to recharge RF using tools and armor in your inventory.

Alternatively, most TE machines have a slot you can put the flux capacitor in. This way you can power the machines without using wires, though you'll need to manually replace empty ones with full ones, and recharge them with a energetic infuser.

In the TE version for MC v1.12 the appearance of this item is different. The image in your post depicts the version in mc v1.7.10 and earlier.
