I have a really good server why does it keep lagging?

Hello Everyone,

Does anyone have some suggestions for me to get the best out of my server?

CPU: 8vCPUs
RAM: 40GB
HOST: www.afrihost.com

PLUGINS: ManyChatz, GroupManager, SWatchdog, WorldEdit, Permissions, Vault, VariableTriggers, ColoredGroups, WorldGuard, Essentials, EssentialsProtect, EssentialsSpawn, ChestShop, EssentialsAntiBuild
OTHER MODS: MyTown, PEX, aperf, ForgeBukkit

I have tried everything, but still sometimes when server goes bit full TPS drop rapidly to 10 and less, This last week server did not go back to 20.0 TPS once... and goes about 18-19 TPS normally

I have tried tweaking my server startup file... but it does not seem to help or I did something wrong, this aperf mod that I am currently running does not seem to help also.

Startup Script:
java -server -XX:UseSSE=4 -XX:+UseCMSCompactAtFullCollection -XXarallelGCThreads=6 -XX:+UseConcMarkSweepGC -XX:+DisableExplicitGC -XX:+CMSIncrementalMode -XX:+CMSIncrementalPacing -XX:+UseCompressedOops -XX:+AggressiveOpts -Xms40000M -Xmx40000M -jar ftbserver.jar nogui

Looks like Tick-threading is helping me allot, I would highly recommend that mod, alt-ho the patching is making my world corrupted, so I just disabled required patch in the config file and everything is working great!
