Request I can use a mod pack propose by FTB on a public server without permission?

I can use a mod pack propose by FTB on a public server without permission?
 
I don't think the FTB packs need permission. Correct my I'm wrong on that though. That's why they give the server files away publicly.
 
It is my understanding that in regards to FTB packs, they are permission driven which allow you to use them on public servers. I do not see any issues on removing mods from the pack but adding mods may be another matter entirely. You will have to read each mods description whether they allow the mods to be used on public packs. If no "modpacks permissions" section is visible, assume you have to ask the mod author to use mod publicly or even in a private pack for that matter.
 
If it is a public FTB pack, then yes you can. You aren't the one distributing files, FTB is, so even if they have restrictions on modpack permissions, FTB either has those permissions, or they are the ones in trouble for distributing those mods in their modpack. You, and anyone else on your server, is just the end-user in this scenario.
