are there any modpacks with quests on most of the magic mods but mostly unchanged? like world gen etc is normal? im fine if there is tech though.

Ars Magica 2 would be a major pain to do a HQM for. Buggy as hell and probably has minimal Tweaker support.

Isn't Ars magica not really being developed anymore? Or has the creator come back?

Hubris on the ftb launcher has ars magica 2 in it. I love that mod! It also has botania, thaumcraft, and others. Although the "unchanged" world gen part doesn't cover what you're looking for I guess since the world is covered in taint. My group just all went to Twilight Forest and lived there :)
