How would I change mass amounts of stone to dirt and grass?

How would I change a huge islands stone mountain to have dirt and grass as the first layer?

Wand of equal trade would be one way of doing it.

You could use turtles, or the wand of equal trade, or there's probably something on ee3 that would work too (haven't really used it). First 2 options require you to have the dirt/grass first though.
