A division signal is an item added by forge utils, in 1.5.
It is a rare dungeon loot that comes "inactivated" and the ritual to activate it can be seen by right clicking on an enchanent table.
It's something along the lines of:
Must be midnight.
Must have no light sources nearby.
Must be on dirt/grass.
Must have a ring if redstone around the enchanting table.
And then you kill something before midnight ends, and lightning strikes, and the ground turns to cursed earth, which spawns mobs VERY fast.
The signal can be used to "divide by diamond" in order to make unstable ingots, which explode after 10'seconds or of you leave the crafting grid, however can be used to make epic items such as the sonar goggles, or the builders wand.
